日本の大麻犯罪は外国から始まった、とw
戦前は大麻を吸う文化がなかったから、というよりも
麻薬犯罪そのものが殆どなかったのだから
1、他国とは全く違い麻薬そのものが日本には存在していなかった
2、他国同様、麻薬は種々様々あったが誰一人として手を出さなかった
3、麻薬もあったし使用者もいたが、いただけで犯罪は起こさなかった
このどれかだろう
