ツチクジラ（Baird's beaked whale）のことあまり知らなかったのでググってみた。

イルカ同様、国際捕鯨委員会（IWC）の管理対象外のようだ。従って商業捕鯨モラトリアムの対象外であり、今でも商業目的の捕獲がOKなのである。

The International Whaling Commission ... that despite their great size of up to 13m (40ft), Baird's beaked whales fell into "the category of small cetaceans (or toothed whales) rather than the so-called 'great whales'.
ツチクジラは体長13mと大きい体にもかかわらず、IWCはそれを「大型」ではなく「小型鯨類」「歯クジラ」に分類している。

This means that, currently, they do not come under the commission's obligations - Japan's hunting of the species is subject to the country's own national regulations.
そのため現状IWCでは規制の対象外になり、日本での捕獲は国内規制しか受けないのだ。

An IWC spokesperson told BBC News that member governments had been "debating for several years whether the organisation's regulatory mandate should be extended to small cetaceans".
IWCのスポークスマンはBBCニュースに、締約各国で「小型鯨類にも規制の範囲を広げるべきかどうか論争がある」と話した。
