"It was obvious to anybody in the room that Japan was holding the aboriginal subsistence whaling quota hostage in an effort to achieve outcomes at the IWC more in line
with the goals of the Japan Fisheries Agency and the Institute for Cetacean Research," he said.

According to people familiar with the U.S. government's thinking, this sent U.S. officials into a tailspin, as they did not want to go against the IWC, but were also committed to supporting the rights of the Alaskan native communities.
