旭川市で先月、中学２年の女子生徒が死亡して見つかったことについて、市の教育委員会は２７日、いじめがあった疑いがある「重大事態」と認定しました。その上で第三者による委員会に諮問して、来月から本格的な調査を始める方針を決めました。
旭川市では先月、中学２年だった女子生徒が死亡して見つかり、背景にいじめがあったとする一部報道を受けて、西川将人市長は先週、改めて調査するよう指示しました。
これを受けて２７日、市の教育委員会が会議を開き、今後の対応を協議しました。
会議は非公開で行われましたが、女子生徒の死亡について、いじめがあった疑いがある「重大事態」と認定したということです。
その上で教育委員会が設置している第三者による委員会に諮問して、来月から本格的な調査を始める方針を決めました。
具体的な調査内容や方法については今後、第三者による委員会が決める予定で、教育委員会はできるだけ早く調査を進めたいとしていますが、終了のめどは立っていないということです。
会議の終了後、旭川市教育委員会の黒蕨真一教育長は「早く調査を始め、事実の解明を進めたい。女子生徒の保護者の意向も踏まえつつ、客観的な調査を行うことが重要だと思っている」と述べました。

[ The Asahikawa junior high school girl frozen to death incident ]--summary
(1) The junior high schoolgirl in question who entered Asahikawa City Hokusei Junior High School in Hokkaido in April 2019, was shortly bullied by Junior high school boys and girls, including the same school girl who are 2 years older than her. The victim met them in a park near the school and became acquainted with them.
(2) The victim were threatened and scared by a boy from the different school through LINE (SNS app) messages like ''Send me your naked videos.'', ''Your photo is also good'', '' Please, Please'', ''Or I will do it without a condom.'' and she was so afraid of the boy; the main assailant that she couldn't help sending obscene images by herself and that was the start of escalating of terrible bullying: Receiving the videos and images, he shared them with friend-LINE-group and they spread her obscene images to other students and furthermore, she was surrounded by them in a park toilet and forced to masturbate and was shot videos.
(3) Soon after, on June 22, 2019, the victim girl was surrounded again by nearly 15 bullies and they almost forced her to commit suicide because she said ''If you erase videos, I will die instead.'' and they got her riled up and she jumped into the Uppetsu River, and bullies filmed the incident. it was the first time the police were called into action.
At this point, bullies falsely told that she had jumped because of child abuse from her mother and she had wanted to die, and the police easily believed their storys, and that's the reason of why the police refused the mother to visit her daughter in the hospital. (4) After the incident, however, her mother was suspicious because there were no emails or incoming calls from the bullying group to the victim. and then the mother checked LINE on her daughter's mobile phone and realized that the bullying group had been forceing her send obscene images and threatening her. The mother consulted the police and Juvenile Division of Asahikawa Central Police Station started an investigation. In addition, since it was found that there was no abuse from the mother, she was allowed to visit her daughter in the hospital.
(5) Although the bullying group planned to hide their evidences by initializing their smartphones, the police restored data and obtained images and videos, evidences of violation of Child Pornography Prevention Act. The police gave a strict warning to the boy, the main assailant who was a juvenile delinquent under the age of 14 at the time and gave the same warning the other bullying group members because there were not enough evidences for extortion.
(6) Even though the victim moved house in September 2019, she falled into Post Traumatic Stress Disorder: PTSD, and stayed home all day long, sometimes in the hospital, until just before she went missing In February 2021.
On February 13, 2021, junior high school girl, the victim suddenly ran out of the house in a harsh cold night at 17 degrees below freezing. In spite of public investigation by police, on March 23, she was found frozen dead in a snow-covered park.
According to the investgation, she may have died due to hypothermia, on the day she disappeared. But they did not do any judicial autopsy on her body.

(b) According to the bereaved Family, on August 29, 2019 in another junior high school to which the bullying group belonged, they held an "Apology Society" with her lawyer, however, the victim's junior high school once refused to attend her lawyer and at the end of direction of the city board of education, on September 11, 2019, her school finally gave permission to the lawyer. According to the mother's Supporters, at the "Apology Society'' of the victim's school, all teachers left from the beginning and recording was banned at all.
(c) According to the bereaved Family, the victim's school vice-principal in 2019 explained to her mother that they were not responsible for the spread of obscene images because that's what happened outside the school, and the school also explained to the mother and the board of education that there were no fact of bullying.
(d) According to the Principal of the victim's junior high school in 2019, ''the female junior high school student sometimes had panicked since she was in an elementary school, and we took over it from her last school. Two days before June 22 when she attempted suicide, the mother and the daughter quarreled and the daughter jumped out of a park and that's what happened to them. I think she had always wanted to die since jumping out of the park is synonymous with self-injury. We conduct a questionnaire survey on bullying every year, however, we are not aware of bullying. This case isn't bullying either. I don't think victim's death is related to the forcement of masturbation.'', he told us. 〈issue〉
［ⅰ］They couldn't prevent ''the Asahikawa junior high school girls assault'' in the past and from the reflection that the response of board of education and the school was too late, they tried to respond promptly in the case of a similar situation, and in spite of the request from the board of education, the school didn't respond at all and couldn't prevent suicide.
［ⅱ］According to a local TV press, until the victim committed suicide and Weekly Bunshun reported the incident, the reason why the general major media didn't report is itemized below.
・Though the general major media also grasped the incident, the report of the attempted suicide was kind of taboo.
・It was difficult to report because all the perpetrators were minors and even elementary school students were included in the incident.
・Because people had mood of feeling trapped which is unique to local cities like Asahikawa, rumors could spread out and drive the victim into a corner. >>134

April 23, the day after Asahikawa city announced reinvestigation of this bullying, in a park where she lived the last day of her life, someone sent flowers and parent and child put their hands together for her and some parents felt so sad that thay could not leave the place and could not help crying.

売春により得た犯罪収益を含む現金約230万円を、みかじめ料等の名目で
