The truth is that the little girl was the overall winner, having been the best gymnast in the competition. The young lady giving out the medals was unaware the winner was to receive a participation medal in addition to her winning medals (essentially the participation medal is a conciliatory award to make the other children feel better about losing). When the realised her error she ensured the mistake was rectified immediately. Most reasonable adults would feel bad to know they inadvertently made a child feel left out, and only unreasonable adults with ulterior motives would jump to the conclusion that the woman in question was aiming to hurt or belittle. But these unreasonable adults exist, and as a consequence this young lady has quite possibly lived in fear of repercussions ever since.
